in the social structure. In East Germany, without this social structure, these institutions exist as a set of parameters that constrain social and political action. There is no reason to assume that the sum of these actions will produce institutions that are identical or even similar to what we have known in West Germany or that they will not transform the institutions that characterize the Federal Republic as a whole.
